Lotus Glen Correctional Centre Stage 1

Client:  Queensland Corrective Services
Location:  Queensland
Start:  August 2009
Finish:  June 2012
Contract Type:  Managing Contractor
Value:  $376 million (at 30 June 2011)
Description:

Lotus Glen Correctional Centre Stage 1 is the largest expansion and redevelopment of an occupied correctional centre in Australia. The Lotus Glen Correctional Centre is situated in Mareeba, approximately 75 minutes west of Cairns and currently has a capacity of 496 inmates.

Upon completion of the redevelopment its capacity will increase to 820 inmates, and will remain fully operational throughout the project.

Thiess is responsible for managing the design and construction of all works involved in redeveloping the Centre.

Thiess was formally appointed to Stage 1 in August 2008. Since then, we have been responsible for managing the design phase and delivering to the client a guaranteed maximum sum.

Some of the challenges associated with the project include:
  • working within a ‘live’ correctional centre
  • the remote location of the Centre
  • the logistics around entering the facility, both in terms of personnel and materials
  • the fence cut overs from the existing into the new expansion area, and
  • the security cut overs from the existing facility to the new gatehouse.
Thiess is on-site carrying out early works, which consist of:
  • bulk earthworks and stormwater drainage
  • fire main installation
  • sewer diversion
  • HV diversion
  • constructing temporary medical facilities within the existing bakery building
  • the prototype cell, and
  • a temporary walkway.
